0619c064ff Linker configuration: enhance usability
The linker configuration file is now optional: It is loaded only if
variable CMAKE_<LANG>_USE_LINKER_CONFIGURATION is set to TRUE.

The file CMakeAddNewLanguage.txt is updated to take into account the
linker configuration.

35a29ec827 llvm-rc: Restore include path for data after explicit preprocessing
Since commit 1c2d031cbd (Add -E cmake_llvm_rc to preprocess files for
llvm-rc, 2020-01-14, v3.17.0-rc1~24^2) with llvm-rc we explicitly
preprocess RC source files and then compile separately without -I flags.
This broke cases where the RC source references data files adjacent to
itself or in the include path.

This change adds the expansion of the include paths when calling the
llvm-rc in order for the resource files to be picked up correctly by
llvm-rc.  Since the RC compiled file is first preprocessed, the file
being compiled by llvm-rc resides in the build directory. In order for
llvm-rc to find the resource data specified relative to the .rc file
being compiled, the source file path is preppended in the include list
so that the original source path takes priority over all the other
includes paths specified.

A space was added in the CMAKE_INCLUDE_FLAG_RC to make the include
directive work properly for llvm-rc. Checks on the rc.exe showed that
the syntax change doesn't affect it's proper operation.

d2f20ab217 RC: Honor CMAKE_USER_MAKE_RULES_OVERRIDE
Since the refactoring in commit 48f7e2d300 (Unhardcode the
CMAKE_CONFIGURATION_TYPES values, 2017-11-27, v3.11.0-rc1~130^2~1),
`CMAKE_BUILD_TYPE` is initialized while enabling the RC language.
Therefore we need to honor `CMAKE_USER_MAKE_RULES_OVERRIDE`
as part of enabling RC so that a `CMAKE_BUILD_TYPE_INIT` setting
in the override file is honored.

1a281a1acd RC: Pass output file in a way that llvm-rc 7 and below understand
Prior to LLVM 8.0, `llvm-rc` does not recognize `/fo` without a space
after it.  Add the space unconditionally because MS `rc` accepts it too.

Unhardcode the CMAKE_CONFIGURATION_TYPES values
This removes duplicated code for per-config variable initialization by
providing a `cmake_initialize_per_config_variable(<PREFIX> <DOCSTRING>)`
function.

This function initializes a `<PREFIX>` cache variable from `<PREFIX>_INIT`
and unless the `CMAKE_NOT_USING_CONFIG_FLAGS` variable is defined, does
the same with `<PREFIX>_<CONFIG>` from `<PREFIX>_<CONFIG>_INIT` for every
`<CONFIG>` in `CMAKE_CONFIGURATION_TYPES` for multi-config generators or
`CMAKE_BUILD_TYPE` for single-config generators.

86578eccf2 Simplify CMake per-source license notices
Per-source copyright/license notice headers that spell out copyright holder
names and years are hard to maintain and often out-of-date or plain wrong.
Precise contributor information is already maintained automatically by the
version control tool.  Ultimately it is the receiver of a file who is
responsible for determining its licensing status, and per-source notices are
merely a convenience.  Therefore it is simpler and more accurate for
each source to have a generic notice of the license name and references to
more detailed information on copyright holders and full license terms.

Our `Copyright.txt` file now contains a list of Contributors whose names
appeared source-level copyright notices.  It also references version control
history for more precise information.  Therefore we no longer need to spell
out the list of Contributors in each source file notice.

Replace CMake per-source copyright/license notice headers with a short
description of the license and links to `Copyright.txt` and online information
available from "https://cmake.org/licensing".  The online URL also handles
cases of modules being copied out of our source into other projects, so we
can drop our notices about replacing links with full license text.

Run the `Utilities/Scripts/filter-notices.bash` script to perform the majority
of the replacements mechanically.  Manually fix up shebang lines and trailing
newlines in a few files.  Manually update the notices in a few files that the
script does not handle.

c736de7b28 Factor an <INCLUDES> placeholder out of <FLAGS> in rule variables
Teach the Makefile and Ninja generators to substitute for an <INCLUDES>
placeholder instead of putting -I in <FLAGS>.  Update our values for

  CMAKE_<LANG>_COMPILE_OBJECT,
  CMAKE_<LANG>_CREATE_ASSEMBLY_SOURCE, and
  CMAKE_<LANG>_CREATE_PREPROCESSED_SOURCE

to place <INCLUDES> just before <FLAGS>.

Update our values for

  CMAKE_<LANG>_COMPILE_OBJECT,
  CMAKE_<LANG>_CREATE_ASSEMBLY_SOURCE, and
  CMAKE_<LANG>_CREATE_PREPROCESSED_SOURCE

to place <DEFINES> before <FLAGS> consistently across supported
compilers.  We already do this for most compilers, so update the rest
for consistency.

7147ed5ce4 CMakeRCInformation: Recognize 'windres' tools with '.' in name (#14865)
A 64-bit MinGW windres is named "i686-w64-mingw32.shared-windres".  The
get_filename_component NAME_WE mode may strip the ".shared-windres" part
and cause the result to no longer contain "windres".  Instead, match the
"windres" name in the full CMAKE_RC_COMPILER value first, and use the
get_filename_component code path only for other resource compilers.

Cross-compiling windres compilers are named something like

3a666595c9 Convert CMake non-find modules to BSD License
This adds copyright/license notification blocks CMake's non-find
modules.  Most of the modules had no notices at all.  Some had notices
referring to the BSD license already.  This commit normalizes existing
notices and adds missing notices.

7876a5098b BUG: Pass definitions to rc with Makefiles
The build rule to run the resource compiler on Windows with a Makefiles
generator should include the placeholder to add the definition flags.
