8affe9aa33 export: Fix use-after-free on multiple calls overwriting same FILE
CMake 3.16 and below allow multiple `export()` calls with the same output
file even without using `APPEND`.  The implementation worked by accident
by leaking memory.  Refactoring in commit 5444a8095d (cmGlobalGenerator:
modernize memrory managemenbt, 2019-12-29, v3.17.0-rc1~239^2) cleaned up
that memory leak and converted it to a use-after-free instead.

The problem is caused by using the `cmGlobalGenerator::BuildExportSets`
map to own `cmExportBuildFileGenerator` instances.  It can own only
one instance per output FILE name at a time, so repeating use of the
same file now frees the old `cmExportBuildFileGenerator` instance
and leaves the pointer in the `cmMakefile::ExportBuildFileGenerators`
vector dangling.  Move ownership of the instances into `cmMakefile`'s
vector since its entries are not replaced on a repeat output FILE.

In future work we should introduce a policy to error out on this case.
For now simply fix the use-after-free to restore CMake <= 3.16 behavior.

9b334397f5 Source sweep: Use cmStrCat for string concatenation
This patch is generated by a python script that uses regular expressions to
search for string concatenation patterns of the kind

```
std::string str = <ARG0>;
str += <ARG1>;
str += <ARG2>;
...
```

and replaces them with a single `cmStrCat` call

```
std::string str = cmStrCat(<ARG0>, <ARG1>, <ARG2>, ...);
```

If any `<ARGX>` is itself a concatenated string of the kind

```
a + b + c + ...;
```

then `<ARGX>` is split into multiple arguments for the `cmStrCat` call.

If there's a sequence of literals in the `<ARGX>`, then all literals in the
sequence are concatenated and merged into a single literal argument for
the `cmStrCat` call.

Single character strings are converted to single char arguments for
the `cmStrCat` call.

`std::to_string(...)` wrappings are removed from `cmStrCat` arguments,
because it supports numeric types as well as string types.

`arg.substr(x)` arguments to `cmStrCat` are replaced with
`cm::string_view(arg).substr(x)`

2ba5c37b3f export: Restore support for empty TARGETS list
Refactoring in commit f5acecaa6f (cmExportCommand: Port to
cmArgumentParser, 2019-03-23, v3.15.0-rc1~270^2~3) broke the `export`
command's support for specifying `TARGETS` with no entries.  Fix it and
add a test case.

9bede5c4ce export: Disable PACKAGE mode user package registry by default
The user package registry populated by the `export()` command causes
side effects outside the build and source directories.  Such effects
should be opt-in rather than op-out.  Introduce a policy to change
default behavior of `export(PACKAGE)` to do nothing.

b6802cd506 cmGeneratedFileStream: clang-tidy applied to remove redundant `c_str` calls
After changing the ``cmGeneratedFileStream`` methods to accept
``std::string const&`` instead of ``const char*`` we don't
need to call ``std::string::c_str`` anymore when passing
a ``std::string`` to a ``cmGeneratedFileStream`` method.

This patch removes all redundant ``std::string::c_str``
calls when passing a string to a ``cmGeneratedFileStream`` method.

It was generated by building CMake with clang-tidy enabled using
the following options:

-DCMAKE_CXX_CLANG_TIDY=/usr/bin/clang-tidy-4.0;-checks=-*,readability-redundant-string-cstr;-fix;-fix-errors

ea0ce73a19 install,export: Maybe transform OBJECT libraries to INTERFACE libraries
Teach the `install` and `export` commands to support installing and
exporting `OBJECT` libraries without their object files.  Transform
them to `INTERFACE` libraries in such cases.

For `install(TARGETS)`, activate this when no destination for the object
files is specified.  For `export`, activate this only under Xcode with
multiple architectures when we have no well-defined object file
locations to give to clients.

653b894683 Reduce raw string pointers usage.
* Change some functions to take `std::string` instead of
  `const char*` in the following classes: `cmMakeFile`, `cmake`,
  `cmCoreTryCompile`, `cmSystemTools`,  `cmState`, `cmLocalGenerator`
  and a few others.
* Greatly reduce using of `const char*` overloads for
  `cmSystemTools::MakeDirectory` and `cmSystemTools::RelativePath`.
* Remove many redundant `c_str()` conversions throughout the code.

eec93bceec Allow OBJECT libraries to be installed, exported, and imported
Teach install() and export() to handle the actual object files.
Disallow this on Xcode with multiple architectures because it
still cannot be cleanly supported there.

4b49c9a245 fix include order of windows.h
Comments that indicate a special include order is necessary because
GetCurrentDirectory might get redefined are outdated.  Remove those
outdated comments and use the normal ordering of includes.

86578eccf2 Simplify CMake per-source license notices
Per-source copyright/license notice headers that spell out copyright holder
names and years are hard to maintain and often out-of-date or plain wrong.
Precise contributor information is already maintained automatically by the
version control tool.  Ultimately it is the receiver of a file who is
responsible for determining its licensing status, and per-source notices are
merely a convenience.  Therefore it is simpler and more accurate for
each source to have a generic notice of the license name and references to
more detailed information on copyright holders and full license terms.

Our `Copyright.txt` file now contains a list of Contributors whose names
appeared source-level copyright notices.  It also references version control
history for more precise information.  Therefore we no longer need to spell
out the list of Contributors in each source file notice.

Replace CMake per-source copyright/license notice headers with a short
description of the license and links to `Copyright.txt` and online information
available from "https://cmake.org/licensing".  The online URL also handles
cases of modules being copied out of our source into other projects, so we
can drop our notices about replacing links with full license text.

Run the `Utilities/Scripts/filter-notices.bash` script to perform the majority
of the replacements mechanically.  Manually fix up shebang lines and trailing
newlines in a few files.  Manually update the notices in a few files that the
script does not handle.

42ce9f1e71 Add support for creating prebuilt Android.mk files
Add options to the `install()` and `export()` commands to export the
targets we build into Android.mk files that reference them as prebuilt
libraries with associated usage requirements (compile definitions,
include directories, link libraries).  This will allow CMake-built
projects to be imported into projects using the Android NDK build
system.

Drop the explicit comments that previously served this purpose.

The clang-format tool can do a good job formatting most code, but
well-organized streaming blocks are best left manually formatted.

Find blocks of the form

prevent them from ever being swallowed by re-formatting of surrounding
comments.

e1c7747253 Format include directive blocks and ordering with clang-format
Sort include directives within each block (separated by a blank line) in
lexicographic order (except to prioritize `sys/types.h` first).  First
run `clang-format` with the config file:

Commit the result temporarily.  Then run `clang-format` again with:

    ---
    SortIncludes: true
    IncludeCategories:
      - Regex:    'sys/types.h'
        Priority: -1
    ...

Commit the result temporarily.  Start a new branch and cherry-pick the
second commit.  Manually resolve conflicts to preserve indentation of
re-ordered includes.  This cleans up the include ordering without
changing any other style.

Use the following command to run `clang-format`:

488723f5cd cmMakefile: Store container of cmExportBuildFileGenerators.
Set a cmLocalGenerator on each instance at compute time.  That will
soon be needed to access cmGeneratorTarget instances.

If a cmExportBuildFileGenerator is processed early during configure time as a
result of CMP0024 it must be removed from the list to process later at generate
time.
